Is there logic level shifting on the board? can i use either 5v or 3.3v ttl signals?

No, the logic is 3.3v signal levels only. If you are connecting the Bluetooth module's Tx and Rx to a 5v signal device's Rx and Tx, you can use a resistor ladder to divide down the 5v from the device's Tx to the HM-10's Rx 3.3v, and a straight connection from the HM-10's Tx direct to the other device's Rx OK.
