Replaced all of the SAP and vacuum related components still pulling CEL.

Defective out of the box
Before installing, I tested whether the valve opened properly using a vacuum pump. The valve was defective out of the box. Although it would stubbornly open with enough vacuum, it didn't hold the vacuum level. It bled down.
