Yes. The entire CD case is covered with a plastic layer. You can put both a cover and a back insert. I like it because the dimension of the insert does not have to be exact.

Q: Do you offer a version without the outer sleeve?

The outer sleeve is for the jacket cover... NOT for DVD storage.

Q: What is the weight of the individual empty case?

I never actually weighed it, but two cd's are heavier than the case; I can't detect by feel any difference between the empty case and the full one.
