What prevents the motherboard or video cards from shorting, sitting on the metal frame?

Is there enough height to have cards in a full atx motherboard under the video cards (non video card cards)?

I have a gigabyte Z490 mother board, with a Nvidia RTX 3090. The cooler is taller but does and amazing job. It's a master hyper 212.

Which direction of flow is best for the fans next to the gpus?

That doesn't make sense? The 120mm fan mounts are on the back where the GPU is mounted. The GPU blows hot air out the back. If you blow against the card, aren't you're blowing against the GPU's airflow?
