Q: I have a 15" wide wheelchair, but all the 15" roho cushions are 3x as much $. would this 16" be usable in my chair if i don't fully inflate?

From my experience with ROHO, the overall footprint of the cushion will not change much with over or under inflation. The inflation effects the support of the cushion but not it's length and width. That being said, my chair is said ( by the manufacturer ) to be 18" and I have an 18" ROHO. The cushion does not actually completely cover the seat, it has about 1/2" on either side when centered in the seat. All that is to say it might work out for you depending on your chair.
