Unfortunately, no they are not. There is a ring inside the legs near the bottom that keeps them from sitting evenly when stacked. They are still super cute though!

I don't know. What I do know is that assemblying the chairs was very easy. I can't understand what could have gone wrong! Every screw fits where it belongs. I suggest you contact the seller.
