By twisting the telescoping handle to the left to extend the length of the bar. Then twist to the right to lock it into place.

How long is this artificial artificial turf rake?

It's telescoping. Not sure how long the extended handle is, but it's as long as any other yard tool I have.

What are the tines made out of? I dont want rubber.

The tines are made of a very hard yet flexible plastic. Not brittle but have a little give to them. This rake is the answer to raking leaves on artificial turf. You can clean up in no time. I recommend it.
