Does this faucet come with the cartridge?

I bought chrome version of this trim, and the cartridge was included.  However, the rough-in valve is not included and must be purchased separately, e.g. Delta Faucet R-10000.  When choosing a valve, pay attention to the model, because some have two outlets - one for shower and one for tub spout (e.g.  R10000-UNWS) and others have only one outlet (e.g. R10000-UNBXHF).  Either valve will work with this trim, but if you want shower and tub, make sure to choose a valve that has both of those functions.

How do I remove the plastic temperature control handle to adjust how hot the water can get? I set up in summer, need it warmer now that its winter

Hello!

Thank you for your question. The Delta Monitor T17059-CZ Valve Trim Kit does have a rotational limit stop (RLS) at the temperature control to adjust the hot water limit. To adjust the RLS, first remove the temperature cover by pulling the temperature cover straight off by hand. Take a Phillip's head screw driver and turn the set screw counter clockwise to remove.  
Remove the gray knob.  Behind the knob, you should see a black disk.  Take the disk and take it out and place the disk to the hotter side.  The hot side should be up against the iron piece that is sticking down on the volume handle. Once adjusted, reinstall all handle parts.

I received this product. however, the cap is made of plastic. i see that some people say that it is made of stainless steel. did i receive fake?

No it's the real deal, mine is the same way. Most of it is stainless or at least chrome plated metal except the temp. Adjustment. That is plastic, I didn't like it either but once installed can't tell. I really like this faucet control. Because one you set the right temp you can leave it there and just turn the water on and off. Perfect temp every time
