how long is the cable

The cable is 14 inches long. It's good for 1 full-face helmet and will just barely work for 2 helmets. I bought 2 of them to be able to easily lock both helmets to my bike.

How many keys does this come with?

There are two TINY keys that come with this.

Can this be used around the clock in an outdoor environment?

I haven't used it for extended period of time outdoors but it appears to be made for outdoor use

Would this work to secure a Jeep tire cover?

Have no idea? Don't know what a tire cover on a jeep is like. If it has a hole in it you can lock it to your wheel. Try it and see if will work?
