Is this price for three track signals, or one with three lamps?

The price is for 3pcs track signals,and each signal with three-leds,green,yellow and red.

Can I individually change the colors of each lamp light?

If you literally mean change the Green light to other colors (& the others to other colors too) then NO (and why on Earth would you want to?). But I took your question to men Can I individually turn on & off each light? Then: Yes, there is a common wire lead (Black) & 3 individual leads (1 for each color G/Y/R) so, depending on how you connect them, you can have all 3 on at once (NOT prototypical) or any 2 or just one at a time. You could switch them manually with 3 SPST switches, all the way up to automatic signalling w/sophisticated electronics. These are well made, good looking & reasonably priced signals. I have found Evemodel products to be excellent values.

Will these leds light with 3.3v or 5v ? if not, would it be easy to swap out the leds for different ones?

I power all three lights with four AA batteries — I harvested a battery pack from a miniature LED strand. Also, I set up the light wiring with red the nearest to the batteries, yellow a little further away and green the furthest (hoping that resistance would help balance out the brightness of the three units). The AA batteries last a couple of months (when operated 24/7).
